City are out of the FA Vase after a penalty shoot out was required to separate the sides.
With the score 0-0 after 90 minutes, there was no replay or extra time and the game was decided from the penalty spot which saw man of the match , Whittlesey keeper Aaron Bellairs win the game with a save in sudden death in front of a crowd of 314.
City, who were without Aaron Roberts, Billy Shaw, Sam Whitehouse, Josh Schuck and Goal Keeper Adam Harrison so brought in Jake Daniels in goal and there was a return to the starting line up for Jamie Smith and Archie Muirhead.
City started brightly enough but it was Whittlesey who had the first great opportunity after winning a corner on City's left. The whipped in ball was met by a powerful header from defender Lewis Cook which went inches over the bar.
At the other end City's best chance in the early stages fell to Bailey Fuller after a Cook passback to keeper Bellairs took a horendous bobble which saw him kick the ball straight to Fuller but his shot was pulled wide of the post. On 29 minutes Sam Whitton dribbled forward beating four defenders before unleashing a right footed drive from the edge of the box which was superby turned round the post by Bellairs. Minutes later a City free kick taken on the edge of the box saw Bailey Fullers shot go through the wall and Archie Muirhead's follow up cleared off the line from close range.
On 40 minutes Bellairs pulled off another stunning save after a decent passage of play saw Chris Withington hit a shot from the edge of the box only for his effort to be turned round the post.
Just before the break, in an identical move to their earlier golden opportunity Lewis Cook headed over again from a Whittlesey corner then straight up the other end Will Gibbons shot inches wide, again from the edge of the box.
The second half carried on much the same as the first with Whittlesey defending resolutely with Bellairs standing upto everything City could throw at him and he again thwarted City after a move down the left saw Archie Muirhead cut inside for James Douglas to shoot from close range only to be denied by the keeper.
Tim Harris added Chris Sterling and Dan Westwood to the attack but Whittlesey stood strong to take the game straight to penalties.
City got off to a good start with Jake Daniels saving the first spot kick but with the score at 7-6, Callum Debar needed to score to keep City in the contest but keeper Bellairs guessed the right way to save low to his right and to send the hosts through.
